Citizens fled. Our city of thirty million quickly dwindled down. We're holding at one million.
Within a twelve month period Blackgate Penitentiary had a lenient revolving door policy. Inmates were assessed based on how much of a threat they were to their peers on the streets as room ran out. Murderers were kept locked away... most other criminal elements were rehabilitated and released back out into society. The streets were rampant with gangs, thieves and arsonists... and still are.
Inside the walls of Arkham a revolution is starting. The taste of freedom draws closer by the day. They might be able to stop one break out... they may be able to stop two. But when all hell breaks loose, and they've got the entirety of maximum security busting out of the walls, do you think they can stop that?
Now do you understand why they say it never sleeps?
